The artifact cannot be used as a feeder as the game will give you one any time you open a parcel if you don't have it. it is the same as the Mask.
For the 2x Influence, when you do HEs or quests, everything you get will be doubled. You have to be generating the resource during the event. Running 3 HEs on more characters will make you earn more Influence than 5 on fewer.
400 Influence is not the cap, but a staggered drop. There is no cap on influence, only limits on how it's rewarded.
